Here is what I did:
I bought a 1.5 Gallon glass cube from a local craft store. The light is a Hampton Bay Full spectrum Lamp from Home Depot,. The heater is a Hydor Mini heater. The Filter is a Tom's Mini Internal Filter (I modified the spray bar so it isn't as long).
As for the Flora: Several Sticks covered in Java Moss, Anubias Nana Petite, Rotala Indica, And Dwarf Sagetaria.
Fish and Inverts: 3 Cobra Endler Hybrids, 5 Cherry shrimp, and a few MTS's.
It will look awesome when all the plants fill in a bit more.

It's been several months since I set up this little guy. At first the Java Moss went crazy! I was trimming it every week. The other plant were not growing that much.
I started dosing Metricide (5 drops) every few days. The Java Moss has stopped growing, but the other plants now are growing much better. I am also dosing API Leaf Zone (3-5 Drops) and Flourish (1-2 drops) weekly.
The Cherry Shrimp Colony has EXPLODED! Every 2 weeks I remove about 10 juvenile shrimp and take them home.
I also added a piece of glass to the top because 3 fish have jumped out. I currently just have one Cobra Tail Hybrid Endler in the tank.
The lighting around the tank makes for terrible pictures but here is an updated pic:
